4079 NH Notice of Final Agency Action Taken by the Northwest Florida Water Management District Notice is given that Environmental Resource permit number IND- 005-290531-5 was issued on February 17, 2021 to Amanda Fussell of DR Horton for the construction of a new surface water management system designed to serve additional activities within the overall Liberty Falls development, permitted under IND-005- 290531-5. The additional activities include the construction of a pool amenity area with a building, associated parking area, pool, and two driveway connections to the surrounding roadways within Liberty Falls. This area was previously accounted for within the overall drainage basin of Basin 2 which includes five interconnected wet detention ponds that discharge through a single control structure to be constructed along the edge of Basin 2-1. This amenity area will include the construction of wet detention pond located near the eastern portion of the limits of disturbance which is to be equipped with two equalizer drainage structures to incorporate the system into the available storage volume for Basin 2. All stormwater runoff will be routed toward a series of drainage inlets to be constructed throughout the project area that enters either the pond or the overall conveyance system of Basin 2. The proposed activities appear to meet the requirements of Subsection 6.2.1 of ERP Applicant's Handbook Volume I as a minor modification. No wetland or surface water impacts are to occur within the limits of disturbance. All previous activities authorized under IND-005- 290531-3 will remain unaltered and authorized under this permit. The project is located at 1/4 mile south of intersection of Frank Hough Rd and Star Avenue on east side of Star Avenue across from Bay County Jail entrance, Bay County.
