201801 STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION NOTICE OF DRAFT PERMIT The Department of Environmental Protection hereby provides Notice that it has prepared the Draft Permits for the proposed projects as detailed in the applications, subject to the conditions specified in the Draft Permits and summarized below. The applicant, Gulf Power Company, Mr. Richard M. Markey, Environmental Affairs Director, One Energy Place, Pensacola, Florida 32520-0328 applied on March 27, 2018 and April 18, 2018 for permits at a Class I injection well system. The system is located at the Gulf Power Lansing Smith Plant, 4300 Highway 2300, Southport, in Bay County. The facility will renew a construction permit for two non-hazardous Class I injection wells, TIW-2 and IW-5, for the disposal of reclaimed water, reclaimed water used as cooling tower blowdown, stormwater, ash pond water, and other permitted wastewater from the plant processes at the Gulf Power Lansing Smith Plant electric power generation facility. Injection well TIW-2 will be constructed with a 24-inch diameter cemented steel casing set to 1,200 feet below land surface (bls), a 10.75-inch diameter fiber reinforced plastic (FRP) tubing set to a total depth of 7,000 feet bls, 5.5-inch diameter FRP tubing set to 7,000 feet, and perforations from 5,000 to 7,000 feet bls. TIW-2 injection is into the Tuscaloosa Group. Injection well IW-5 will be constructed with a 20-inch diameter steel casing set to a depth of 1,200 feet bls, a 13.375-inch diameter FRP tubing set to 1,200 feet bls, and a total depth of 2,400 feet bls. IW-5 injection will be into the Eocene Injection Zone. The proposed maximum injection rate for TIW-2 and IW-5 is 694 gallons per minute (GPM) each and maximum injection volume for TIW-2 and IW-5 is 1.00 million gallons per day (MGD) each. Monitor well TEMW-A will be completed into the Tuscaloosa Group from 5,000 to 5,200 feet bls. Monitor well MW-5 will be completed into the lower Floridan aquifer from 700 to 780 feet bls (File No. 0177034-019-020-UC/1I, WACS ID No. 99169). The facility will operate three non-hazardous Class I injection wells, TIW-1, IW-3, and IW-4, for the disposal of the same water as for injection wells TIW-2 and IW-5. Injection well TIW-1 is constructed with a 9.625-inch diameter cemented steel and fiberglass reinforced plastic (FRP) casing set to 4,853 feet below land surface (bls), slotted 8.47-inch diameter slotted FRP casing set to a total depth of 6,977 feet bls, and 6.625-inch diameter FRP tubing set to 1,180 feet bls. TIW-1 injection is into the Tuscaloosa Group. Injection well IW-3 is constructed with a 22-inch diameter steel casing set to a depth of 1,200 feet bls, a 13.375-inch diameter FRP tubing set to 1,195 feet bls, and a total depth of 2,400 feet bls. Injection well IW-4 is constructed with a 22-inch diameter steel casing set to a depth of 1,200 feet bls, a 13.375-inch diameter FRP tubing set to 1,195 feet bls, and a total depth of 2,400 feet bls. IW-2 and IW-3 injection is into Eocene-age formations. The maximum injection rate for each well is 694 gallons per minute (GPM) and the maximum injection volume for each well is 1.00 million gallons per day (MGD). Monitor well MW-1 is completed into the lower Floridan aquifer from 700 to 780 feet bls. Monitor wells MW-3 and MW-4 are completed into the lower Floridan aquifer from 700 to 800 feet bls (File No. 0177034-016-018-UO/1I, WACS ID No. 99169). The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes (F.S.) and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work. Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department's final decision regarding permit issuance The files associated with this order are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except state holidays, at the Department of Environmental Protection, Northwest District Office, 160 Government Street, Suite 308, Pensacola, Florida 32502-5740, and at the Department of Environmental Protection, 2600 Blair Stone Road, Tallahassee, Florida 32399-2400.
